Students will prepare a position statement regarding their view of federal and provincial management of the cod fishery.

Purpose
To examine federal and provincial control of the cod stocks

Before Exploring
Ask students to consider the following questions:
Who should control the resources that exist within a province?
What should be the role of the federal government?
What should be the role of the provincial government?
Encourage them to give specific examples of provincial and/or federal laws and regulations regarding natural resources. Note these on the board or chart paper.

Outline the Opportunity
Write this statement on the board:
Should Newfoundland and Labrador have complete control over its fishery resources?
Have students review Clips #2, 3, 4, 5, 6, 7, and 9, as well as the Additional Clips “Science Subverted” and “A Defiant Crosbie” on the topic The Rise and Fall of the Cod Fishery on the CBC Radio and Television Archives Web site. Student can record their findings on the download sheet The Cod Wars.
Students will work in pairs to prepare a written response to the question. Remind students to provide supporting details to their opinions and views.
