Lesson Plan
Before Exploring
Discuss political leadership, what it is and how it can affect others. Focus on the role of Brian Mulroney who rose to power to become Prime Minister. Explain the critical role of government in shaping the future of a country and its people. Students may offer current day examples.
Outline the Opportunity
Students will write a letter and a proposal to the federal government suggesting that a commemorative plague be erected to acknowledge Brian Mulroney’s contribution to Canada. The two-to-three page proposal should outline why a plaque should be considered, where it would be located, and what its historical significance would be.

Students can begin by visiting the topic From Jeers to Cheers – the Mulroney Years on the CBC Radio and Television Archives Web site. Have students view Clips 1, 2, 5, 6, 7, 8, 10, 12, and the Additional Clip “A bright young lawyer on the state of the Conservative Party.” Remind them that many political leaders are viewed as having both negative and positive effects on society. To guide the development of their ideas, students can think about Mulroney’s role as Prime Minister, his goals, and his accomplishments.
Revisit and Reflect
Have students share their proposals. How do they feel about the ideas of their classmates? Did any proposals influence their views about Brian Mulroney and his impact on Canada?

Make a class list of students’ reasons for designating a commemorative plaque and the possible reactions from the Canadian public.

Students can create a display in their school to demonstrate what they have learned about Brian Mulroney.
