Students will research the responsibilities of businesses, government, and workers regarding safety in the oil industry and hold an open forum to determine liability, award amounts, and award recipients following the Ocean Ranger disaster.

To establish a link between the responsibilities of businesses, government and workers to create safe work environments
Lesson Plan
Before Exploring
Have the class brainstorm a list of safety regulations for workplaces, especially high risk workplaces. Ask: What role does industry play in establishing these regulations? What role does government play? What role do workers play?
Outline the Opportunity
Assign students to one of 3 groups: Industry, Government, Workers. As well, designate one or more judges.

Direct students to the Ocean Ranger Disaster topic on the CBC Radio and Television Archives Web site. Have them find facts, opinions, and names of people or organizations directly involved with their group and its perspective on the event. The information they gather should relate directly to that group’s perception of who is responsible for creating and enforcing safety regulations. Each group should prepare an overview of the event from the group’s point of view.

Judges will search the site and list the pure facts of the case, determining as well who holds responsibility for the creation and enforcement of safety regulations.

Then hold an open forum, presented in front of the judge or judges, to determine, based on safety regulations, who was liable, who was at fault, and who has to pay. The judge or judges will make the final decisions, including who gets compensated and at what amount.

Revisit and Reflect
As a class, have students discuss what they have learned about the effect of tragic events on changes in safety regulations and equipment. Students should then write a short opinion paper explaining their view on the subject.
Extension
Students can research workplace safety as it relates to natural resources (for example, Chernobyl, child labour in coal mines) and prepare a report or oral presentation describing how energy needs affect personal safety.
